I was wondering about this.. Would a new bishop be excommunicated?

I believe Bishop Fellay has already said that if the society again faced the same problem (of needing a bishop) they would have the same solution. So they would go through the same process as before.

The bigger question is what would happen if Bishop Williamson were to consecrate? Can anyone image him writing to Pope Francis requesting permission to consecrate a bishop?
