Title: Transcribing a sermon

I`m translating a sermon video of Fr Chazal in Korean for uploading it on Youtube, but I can't distinguish some words in the video because of my poor English.
Could I get some help from somebody for that?

I think he means, Novus Ordo authorities say that people must participate.

I'm certain that is what he meant. Thank you for looking up the citation. I can't stand to read that stuff!

Even the godless citizens of this world look after them.
He starts to say "But the measure..."  then he clearly says the word "venerable" when he looks at the book he is holding. I think what he was starting to paraphrase was "In what measure you shall mete, it shall be measured to you...(Mark 4:24)" but then he saw the word venerable and accidentaly said it. Then he stumbles a bit and continues on in a different way.
