I think the real question is why did they put a new fixture right there, when they could have put it up against the wall where it's supposed to be, or at least made a traditional high altar?

And, yes, the altar is definitely set up to be used with the option of the priest facing the people, and the tabernacle off in a corner somewhere. "By the fruits you shall know them."
