The envisioned village is in Oregon. Old people normally retire to warm places like Florida.
How do you keep it even "Catholic", let alone old SSPX (the retirees are not going to be new SSPX)?
Others in the USA have tried this before in just an apartment/condo/townhome complex, giving the trads a low price, only to have them move out later and make a big profit selling it to anyone in the world and eventually the place was like living in any other building.
Something like this might work if the SSPX rented the housing and only in Italy, Spain, France, where everyone is of a Catholic culture.
Another thing, the SSPX is changing, they've thrown out a lot of parishioners who disagreed with the changes, I would not trust them enough to move to a place just based on their promises. If things are as Bp. Fellay's SSPX teaches now, that the Novus Ordo priests and bishops are valid. One only needs to find a reverent Novus Ordo mass nearby, no need to drive long distances, let alone move to Oregon. There's Catholic Church on practically every corner in the USA, no need to move just for that.
