:jester:  If you don’t think that +Fellay picked his successor and that +Benedict picked his successor, you’re naive.  That’s how power works.  To stay in charge.

+Benedict admitted that he failed to “make a deal” with the new sspx.  We all know +Fellay wanted to make a deal too.

  I learnt a thing from this French web news.  This article was posted just before the General Chapter 2018.

+Fellay had  an interview with a German media outlet, and reportedly he was optimistic on achieving approval from Rome...
Secondly, he noted that it was mostly the German bishops that were against the SSPX reintegration...( Hey!  Belated Thank you German Episcopy!)

  So, Bishop Fellay probably expected to be re-elected...he had made substantial inroads with N.O. church, and in this article he states that a reconciliation will eventually take place. I know this is OLD news for most, but bear with me a few moments...My thinking says +Fellay didn't choose Fr. P. I  thought the majority of the Chapter voters had taken lots of heat from Priests and faithful about the possible surrender to Rome. 
Besides, no one could influence the vote in a "Conclave" type atmosphere, nooo; Impossible!??? Corruption?... Oh, where was H.E. Williamson? ( +F would have lost ONE vote, guaranteed) The reckless outcome of that Chapter was two new positions , and would they have been created if +F had been re-elected? Think about that. He effectively keeps influencing the neoSSPX. 

Another news site adds that the election of Fr. Pagliriani was a surprise, seeing that there are relatively dew Italian priests in the SSPX. My gut feeling is that the electorate, if you can call it that, really wanted a major shift in direction. How many good priest had been expelled etc. It was creating a stressful "workplace".

There was also the information that Fr. Pagliarani told the others to stop bothering Bp. Fellay when they were confronting about all his secret dealings with Rome. It happened in 2012 or so. No, Fr. Pagliarani is definitely from the same party as Bp. Fellay. Either this or he has been faking it until now, only to come out as a staunch conservative. It would not bet on it.
