He thought so for the reason you stated, he did not believe the new consecration formula for bishops was valid, hence even the priests ordained by the new bishops with the traditional ordination rite are not priests. ALL the ordinations done by the Fraternity of St. Peter and the Institute of Christ the King, were done by new rite bishops. That adds to the doubt. Why not one ordination by an old rite bishop? Moreover, Fr. Carl did not believe the New Rite of Ordination was valid either. Three strikes and you are out. That is why he said that they will aloow the Latin Mass when there are no priests.
Fr. Carl was not a intrusive person, he would not push himself on new people. Slowly over time, once the euphoria of finding tradition and his chapel ended with those that stuck around, the sincere people who were seeking truth, he would be there for them. I never saw him hesitate verbally for one second when asked to do something trivial like blessing a car, even at the most inappropriate times.
