The following appears on the homepage of SSPX.org:

"Join the novena for the SSPX's forthcoming General Chapter!
The Society of St. Pius X's annual General Chapter will take place at St. Pius X Seminary in Econe, Switzerland from July 9 to 14, following a retreat for the participants (the General Council and the SSPX's major superiors).

We invite the faithful, religious and clergy to join the members of the SSPX in a novena to the Holy Ghost from June 30 to July 8. The novena will consist of praying the Veni Sancte Spiritus with the addition of 2 invocations:
Immaculate Heart of Mary, pray for us. (3 times)
St. Pius X, pray for us."

Question: the annual General Chapter?

Does the SSPX have annual General Chapter meetings, or is this yet another spin/control tactic from Kansas City/Menzingen (ie., As if to imply there is nothing significant happening here; we always have General Chapter meetings; pay no attention to this meeting)?

In the Rostand interview he claims it was already decided six years ago that there would be a meeting around now (mid-term is his expression). I don't know of a religious order that has them annually. Must be a typo. My recollection is that it was announced around two years ago but that now it's particularly apposite/inconvenient depending on your point of view. Pray the superiors have the pantalones to speak clearly and sort this mess out...

I don't know what to make of the "annual" General Chapter meeting.

Cristero might be right, that it could be a typo. But sometimes typos give a clue
to what the typist or his source are trying not to say! It could be pointing in
the right direction. It could, for example, indicate that if this "deal" doesn't pan
out this year, then after 11 months of sifting the SSPX as wheat (Cf. Lk. xxii. 31),
they can give the "deal" a second go, and there won't be any resistance...

It's a frightening thought, but I can't take credit for the idea. I read it here.

Otherwise, the novena sounds like a good idea:

(I am puzzled, speaking of typos and clues, what is meant by the terms,
"faithful, religious and clergy" and "the members of the SSPX" : if the former
is invited to "join" the latter, does that not suggest that the former is something
different than the latter? IOW: are the members of the SSPX not the faithful,
not religious, or not clergy? -- But don't let that thought get in the way of your
good intentions during the novena!!)
