This is not surprising. It is like how they treated the protestant, brother Roger who ran the Taize community. They didn't try to convert him and they even gave him holy communion, unconverted.
Also, it seems that Fr. Garrigou-Lagrange believes like Fellay that souls can be saved who believe in false religions and not only those unbaptized who believe in the true religion and desire baptism.
