Sadly, anyone wishing to openly and legally provide schooling, recreation, or stay in business must have such programs in place. If it were possible to support myself without this, I would, but one cannot make a survival wage selling my arts and crafts on-line, or having a garage sale at the end of my driveway. Yes, one can operate under the radar, have a "home-school" in the basement, sell items off your car hood, or barter homemade jewelry for food, but it won't pay the rent, the doctor, or for the supplies.
