I think it's pretty straightforward.  Paraphrased it reads something like this:

The SSPX does not at present have a "canonical position" in the Church, and for that reason, (their priests)  can not be placed in the same situation as those (priests?) in the diocese of Zarate-Campana who do conform to the norms established under the extraordinary form of the Roman rite,  rfrom the letter of Benedict XVI given in (his) motu proprio Sumorum Pontificuм

Yes, that's what it intends to express.  But the way it was redacted in Spanish is really bad.

Well, in some sense, that is what the docuмent says: that, since the SSPX currently does not have a "canonical position" in the Church, it cannot place itself in the same situation (or at the same level, to say so) of the diocesan priests, who do conform to the norms established under the EF.
