Not only does Bp. Fellay recognize the NO mass, but states that it is also "valid".

He's accepting/promoting everything that ABL fought in order to preserve tradition.

Mea Culpa, you are fully right!

What do you think about this "with the intent of doing..."? Could this be a tricky manner of moving the undersigned to intend, hence in the end to celebrate the NO Mass?
I understand this is what happened with Campo traditionalists in South-America. They signed a declaration, then their bishop had to start celebrated the NO Mass (well if he signed that he intended to...) and then they all end up celebrating the NO Mass... Am I right?

I would appreciate many inputs and views on these issues.

Good for historical reference. Here's the 1988 protocol. It looks almost identical, but it appears that +Fellay has been even more "generous."
