Quite the clever approach. Unilaterally legitimate one chapel at a time and boil the frog into the V2 stew over time. As I've said from the beginning, a wholesale reabsorption would have been impossible, since the SSPX would have fragmented. That's why +Williamson had to be removed.
Recall the statement from the Vatican that the problems were internal and which implied that +Fellay couldn't get enough consensus to bring everyone over wholesale.
So a new plan is afoot. First, unilaterally grant the SSPX jurisdiction during the Year of Mercy. I'm guessing that this will be extended after the Year of Mercy. This gets people used to and acclimated to the idea. Now individual bishops will start granting jurisdiction to the SSPX chapels in their dioceses and in various regions around the world. And, in return, the bishop will impose some unobjectionable demands. Notice how in Italy the ordinary asked for the ordinary to offer the Mass. Then it'll be other little requests that are not objectionable. Pretty soon these working relationships become permanent and stable, and voila!, everyone has been reabsorbed.
These modernists might be wicked, but they're not dumb.
