What you quote specifically is not a statement of "fact" as even the most liberal bishop would never foolishly admit such a thing, even in private conversation, but it is a very reasonable conclusion based on the concrete statements, decisions, and negotations between the relevant individuals on both sides. To disclose anything more than that is a clear violation of privacy, to which you are not entitled.

But at that point, pressing for such an answer as you have is equivalent to straining out the gnat while swallowing the camel.
