This is a common misunderstanding:
There are 2 Fr. Francis Gallaghers.
The one you reference was indeed ordained by +BW (but he is not the one in the pics above).
The Fr. Francis Gallagher pictured above with Bishop Faure was a priest of the Diocese of Peoria (IL) at that time.
I have spoken with him personally on the phone as recently as last month, and at that time, he had not been conditionally ordained by a certainly validly consecrated bishop.
He did mention he was "conditionally ordained" by a certain sedevacantist Bishop (Frank Slupski), but even many sedes dispute the validity of his consecration (and consequently sacraments), in light of the limited information pertaining to his alleged consecration.
To his credit, Fr. Gallagher desires conditional ordination (and even wanted it while in the SSPX, but Bishop Fellay refused it).
So the question remains: Has Bishop Faure (or any of the other Resistance bishops) conditionally ordained him?
He is certainly willing, and will be a great asset for the Resistance.
