He doesn't say he will be the one doing it.

The Third World gets bishops; the Anglos get Dickens and Beethoven! Are we to deduce that our spiritual advancement is now only available via the works of Victorian artists? Have we in the West outgrown a dependence on archaic forms and rituals? Just a thought or two .....

I would guess that Bishop W. is not done and he's working outwards going in to the non-English speaking sectors and he'll finish up with his own replacements for the English speaking world.

His choices so far have been monastically based which I suppose are ideal settings in which to form new priests. I would guess another choice would be someone at the heart of a network of priests if one were to grow to a considerable size.

It does sound like Bishop Tissier would break with SSPX upon the announcement of a formal agreement with Rome.  Sounds like he's not done so yet only because no actual agreement has come about.
