Thanks for posting this letter. I don't pretend to understand the half of it but I wish this question was seriously addressed. I don't have an unshakeable confidence in the NO sacraments and rites because they have messed with everything. I wouldn't even be surprised to hear that there is a committee in Rome right now working on a change to render even baptism in doubt and that would take some doing, since baptism is so easy a pagan can do it!

I do remember hearing that +Tissier completed a book length study on this very subject of the validity of NO episcopacy/priesthood. Does anyone know if it was ever published??

I think this is the root cause of why the SSPX went off the rails.  It is really the basis for insisting that there be no agreement with the Conciliar Schism.  I would even go so far as to say that there can be no doctrinal agreement until the Conciliarists renounce the Conciliar religion and declare their faith in the traditional doctrines of the Church.  They must also be forced to swear the anti-modernist oath prior to any reconciliation.  And it must be clear that it is the Conciliarists who are being reconciled to the Church and not the other way around.  I think things will become more clear when traditionalists finally elect a pope.
