These sort of things occur all over the place and in every direction. Bishop Williamson on his last visit to India was supposed to confirm 5 children, and conditionally confirm an adult , from the private Mass center of a Fr James.
Bishop Tissier had also visited India a a little earlier, but having been in touch with Bishop Williamson over the years, I recommended him to Fr James. Ironically, it has been the SSPX which has helped Fr James with Holy Oils, retreats, vestments etc.
For whatever the reason, these confirmations for Fr James did not take place. My wife was helping the co-ordinator of Fr James in this project. I then contacted Gary Giuffre in Texas, whom I've known from the nineties, and this is what he sent me, along with the complete rite in Latin and English:
Attached is a photocopy taken directly from the original, hard cover edition of the 1946 Acta Apostolicae Sedis published by the Vatican Press and in our physical possession, that includes the 14 September 1946 decree from the Sacred Congregation of Sacramental Discipline, that went into effect on 1 January 1947, granting faculties to all priests to administer Confirmation in locations where there would be any extended unavailability of a bishop to administer the rite. Fr James, ordained in 1967, and fluent in Latin, went ahead and confirmed the 5 children himself.
