Why hasn't Moran said so publicly?

Either
1. Fr. Pfeiffer is still working with him, once again behind the backs of his followers,
Or
2. Fr. Pfeiffer has been "conditionally ordained" by Moran.

Possibly.  Or possibly just because he had Father Hewko's recent repudiation of him in mind.  Hard to say, but one certainly might wonder.

So he explicitly claims jurisdiction and the authority to excommunicate.  I believe that makes him formally schismatic ... on top of all his other issues.

I think he was formally schismatic when he joined one or more of the Orthodox groups he was associated with.
