No.
Fr. Pagliarani just said that he's waiting for Francis/Rome to come knocking some day.
In that case, he'll be paralyszed by that hope from doing anything which could distance them any further from Rome in the meantime (Yes, my hopes from his previous speech on relations with Rome are somewhat dashed by his subsequent performance on the vax, causing me to now see that aforementioned comment in this current light), as would moving to the pre-55 Missal.
That holds true for countless other issues too, like the vax, branding/bland sermons, muzzled from the combat for the faith, etc.
You almost have to admire Francis's chessmanship:
With Fr. Pagliarani showing his cards, Francis can run amok without ever having to worry about what the SSPX will say or do. That puppy is tied to a tree it can never escape from, so long as legal recognition remains it's primary occcupation. In fact, it doesn't even need the rope.
