In my experience, the climate of fear predates 2012. It was due to a gang of older parishioners, the majority female, who were the bank vault. They took control of every priest who passed through, and if he didn’t do their bidding, they got rid of him. New parishioners who had money and political influence had to either join them or get frozen out. New people automatically represented a threat until it was clear you were just a nobody who stayed invisible. A lot of them have gone to their judgements, and now their children and grandchildren have taken their places. Combine them with the right SSPX leaders and it makes for a congregation with a dangerous rip tide beneath the surface. I learned to steer clear of it by going directly to the confession line, directly to the altar rail to say my penance, to the pew for Mass, stay behind in the pew until most people have gone, then out the door to the car.
