The (Ratzinger) profession of faith of 1988, the clear and resolute NON negotiable condition from Rome has always covered all the above under the paragraph:

It is that simple. Once they sign this "profession of faith" they are as muzzled as all the indult communities. The only new thing here is that the Vatican got sick and tired of +Fellay beating around the bush.
