  • You don't have to be 'controversial' to have land use  zoning problems with municipal authorities.

  • There are a certain portion of those who lived through V2, who idolise it, see it as overthrowing the Man, are horrified by some ad orientem efforts at New Masses, and adore Pope Francis. If I were to bet money that a good portion of the objectors are of that generation and outlook, I wouldn't lose the bet. However, the linked article does note that Bp Williamson suggested the priest should have been more clear in the original application. It has brought about needless problems for the project.

As reported in this article involving Fr. Zendejas: http://www.newstimes.com/local/article/Attorney-Religion-should-not-influence-zoning-6266734.php

What is the point of your post, as this article is very old and no doubt is out of date?

This has nothing to do with Vatican II and everything with the idea that a municipal commission decides whether a church can locate somewhere based on their beliefs. This type of decision goes against the Constitution of the United States and everything that it stands for.
