If Pope Francis were to give Bishop Fellay a mandate to consecrate another bishop, there is no reason to believe he wouldn't allow him to use the old rite.

In 1988 when the FSSP was formed Rome promised then their own Bishop and they are still waiting. I don’t see Rome giving the SSPX permission to consecrate bishops, they will simply tell them to avail themselves of any of the thousands of conciliar bishops that are in the church, you don’t need your own bishops.
