Neil, sorry, I have just seen your post now. I am French. I don't think an english translation of the sermon of Bp Tissier given the 19th May 2013 exists. I am going to try to translate for you the main paragraph. The other part of the sermon is not interesting for us anyway. So wait a few hours and I'll open a new thread with the translation of the important part and a little explanation. I'll surely make a few mistakes of English. Don't hesitate to correct them...But the meaning will be understandable.

I had not understood you were speaking about the sermon of the 3rd of June. This sermon was very good, but still, I remind that there was a little thing I did not like in it at this time. It was a little sentence at the end of it... Here it is, I just found it back :

"Alors oui, quand les conciliaires dans l'Eglise feront repentance, quand ils commenceront à faire repentance, nous pourrons utiliser des formules douces pour les aider à revenir, mais pas maintenant, alors que la crise fait rage, actuellement en plein.

I translate :

So yes, when the counciliar people in the Church will repent, when they will begin to repent we will be able to use of soft formulations to help them to come back [to the true faith], but not now, while the crisis is  fully raging, at present"

I did not like this sentence because it said that we weren't forced to wait for the full conversion of Rome. I did not like "when they will begin to repent" and I did not like he was ready to use of "soft" formulations.

But except that, the other things were very good.

And I forgot to tell you that this sermon of the 3rd June of BpTissier is published on the French district official website : La porte latine. So you can be sure that it is not against Bp Fellay's policy. And it is because of this little sentence, which is very important and is a real problem... It breaks everything.

NB : I did not want to put in bold the last sentence of my previous post. It was a problem of presentation. I tried to delete the bold but it did not work...

I really appreciate your intuition here, InDominoSperavi, for it has been
a year since that sermon was given at St. Nicolas du Chardonnet, and
it has been mentioned also by the great Fr. Girouard, although I have
not seen a translation (and obviously, listening to the sermon for me
would be just an exercise in penance because "it's all Greek to me!")  

But you are the only one that I know of who has put his finger on this
weak phrase, and have identified it as the "fly in the ointment" and as
the one thing that makes the entire sermon acceptable to HEBF, who
has been smugly sitting back with cloaked contentment that
"Everything's Goin' My Way!"  (Hear minutes 0:50, 1:40, 2:32)

The fact that the only other aspect of the sermon that has been
noteworthy being the one part that Fr. Girouard takes note of, is also
telling.   Here we are, waiting for +TdM to 'come about' but his rigging
seems to be tangled as his ship is headed for the rocks!  Perhaps he
hears "The Sirens" and has become mesmerized.
