At 70-75 people, that is the point where a chapel begins to be financially viable, even wth no big donors (as is obvious by the fact that they have their own brick and mortar church, despite being a very poor country).

PS: Does anyone know who the priest in the white cassock with the bishop is?

they are not yet a Priest.. Br. June Mark(candidate for the subdiaconate) and Br. Elias(3 or more years)

We have a Seminary on the top of a mountain led by Fr. Chazal
But we do not yet have a Chapel or Church in the main city of Cebu .. it would be our stronghold of the Catholic Tradition in the Philippines if we had a decent chapel 
but right now we are just renting a large room to attend the traditional mass twice a month

and we also need Priests for missionary work..
