I wouldn't put it one bit past TPTB, to take a hand sign such as that, and to retrofit an innocent, sentimental meaning onto it (a mash-up of the sign language letters ILY), such that none would be the wiser.  It also gives them plausible deniability.

"He who hears you, hears Me"  precisely!  And Francis does not hear Peter, he does not submit to sound doctrine, Church teaching in matters of faith, morals and tradition.  Francis rejects Peter and therefore rejects Our Lord.
