No.  I think the fact that Bergoglio hates everything to do with tradition woul impede permission.  On the other hand, I think it is possible that the SSPX would be given permission to consecrate new bishops provided they are consecrated by Novus Ordo bishops only.

As has been suggested, it suddenly seems frighteningly likely that Bishop Huonder will be asked to perform the new consecrations. It now makes sense why he was sent to integrate himself within the SSPX when he is clearly part of the Novus Ordo apostasy.

And in the New Rite.
And since they believe that the New Rite of Consecration is valid since Ratzinger was elected V2 pope, they have no real argument not to do so.

That is not necessarily true. When he was archbishop in Argentina he helped the SSPX with their immigration problems. He has issued a recognition of SSPX confessions. There is also the possibility of marriages officiated by SSPX priests being recognized as valid wheras earlier they were not.
