What about the bishop who is in residence with them in Switzerland?

He Is Prohibited from Consecrating Another Bishop

What is the possibility that Pope Francis would give him permission to consecrate another bishop in the near furture. If he really is in communion with Pope Francis then Pope Francis might authorize him to do that.
