Disguise...the end justified the means??...

I don't know about rules, but I believe that clerics can dress as laymen if there is a good reason.

There's no "end justifies the means" to it.  It is not intrinsically evil for a priest to dress as a layman.

Can't an individual buy it and then sell it to a Traditionalist group? 
This happened in Spokane.  Mount St. Michael's was the Scholastic for the Oregon Provence of the Society of Jesus.  In the l970's when there weren't sufficient vocations to maintain it was offered for sale and purchased by a group of laymen from the CMRI.  https://www.stmichaels.org/mount-st-michael-then-and-now/

As I recall it was a bit of a scandal at the time but I've heard that since there has been cooperation between the Jesuits and the CMRI to preserve the heritage of The Mount and its place in the history of Catholicism in the northwest.
