This implied cudgel is particularly effective on chapels and priests that are dependent on extra money coming downstream from Menzingen. (Those looking to expand, those on the short list of chapels deemed "worthy" of an upgrade.) The nonexistent "deal with Rome" also allows so-inclined chapels and priests to make their own moves to the left, seemingly in lockstep with Menzingen.
