    Let me re-write it for the SSPX:

    The official deal with Rome’s nonexistence shields the +Fellay administration from vocal opposition of conservatives in the SSPX that may ultimately restrict +Fellay's authority. Yet the "apparent deal with Rome" is still effective at compelling chapels and priests into compliance, as it leaves room for any eventual issuance to target noncompliant entities -- anyone suspected of being Resistance-friendly. This implied cudgel is particularly effective on chapels and priests that are dependent on extra money coming downstream from Menzingen. (Those looking to expand, those on the short list of chapels deemed "worthy" of an upgrade.) The nonexistent "deal with Rome" also allows so-inclined chapels and priests to make their own moves to the left, seemingly in lockstep with Menzingen.

    The +Fellay administration has been well-served by presenting a nonexistent deal with Rome as a done deal.
