Keep in mind that this is entirely speculative on my part, but if it is true, it may be that what l'Abbe Chazal calls the "Vigano effect" (i.e., He appeals to almost all camps) may be causing him not to want to alienate some sectors of support (e.g., conciliar indultists, Ecclesia Dei, FSSPX Nicodemuses, many sedevacantists) by openly endorsing and aligning himself with just one sector.
Knowing of all the factional rivalry within l'tradition, it may be that he is seeking to circuмvent being co-opted by any particular group, even though his writings seem mostly (but not completely) aligned with Resistance positions.
"A rising tide floats all boats."
This could be the strategy of a lifelong politician, who understands how the game is played. Purists in all camps will not be happy, but he will continue to erode confidence in the conciliar fraud, and undermine it.
