  • I think that's Fr. du Chalard.

    The article gives him some key actions, and nobody else in that picture has enough grey hair.

    But who is the prelate in red at left in choir?

    I would guess someone from the diocese. Another article says diocesan priests were there (I think this is the same event):

    In fixating on the prelate in red, I hadn't noticed Fr. du Chalard's own red vestment.

    Well, they made Fr. Cottier a Cardinal for his role in subverting Tradition in Campos.

    Perhaps Fr. du Chalard has also been quietly rewarded?

    I'm not sure if that's a red cassock. In that picture, as well as the last photo from your original link (outside the church), his cassock sleeves appear to be black. It could be the alb has red inserts.

    Red albs were used in Medieval times, but they were not necessarily restricted to bishops.

    So this could be a practice or an indult that English-speaking countries are not familiar with, like blue vestments which are allowed in Spain on Marian feast days.

  • The priest/prelate is wearing a black biretta in this picture. He is on the far-right in this group photo, behind the two nuns wearing the Crown of Thorns.  I'm not sure why he would be wearing a episcopal-colored mozzetta though (if that's what it even is):

    Many canons wear mozzettas of various colors as part of their habit. At least some groups of Augustinians wear a violet mozzetta.
