I never knew that the day before Halloween was a day of fast and complete abstinence, was that ever done away with? All for it mind you, just had not heard of it until this past Sunday at Mass

But this year Halloween (the Vigil of All Saints) is moved to October 30 to make room for the Feast of Christ the King which falls on October 31 this year. But although that important "vigil" is moved, you don't fast on such moved vigils. When a vigil falls on a Sunday, there is no fasting. When Christmas Day is on a Monday, for example. You don't "anticipate" the vigil is the technical term -- fasting 2 days in advance for a feast.
Halloween is the most famous or celebrated "vigil" but just because it's been moved, the fact is that All Saints Day is Nov 1st. You don't fast 2 days in advance for a feast -- that is the textbook definition of "anticipating the vigil".
And the Church never commands you to fast on Sunday. Ever.
