White cassocks are worn only in the tropics and other hot-weather areas. Priests were dispensed from wearing black cassocks in such areas either by Pius XI or Pius XII. Priests of the SSPX in Asia do not wear the black cassock.
I doubt very much that beards are a cultural thing in Southeast Asia. Very few people, especially urban folk, of that region wear beards. The SSPX as a whole does not go in for beards although these were tolerated for some time in India. When some of the priests were moved to the Philippines I heard they were requested to shave their beards off.

I believe the custom of white cassocks in many Asian countries has its origin in the simple fact tht it is much cooler in hot weather than a black cassock.
