No, the smiling can't account for the different proportions of the facial features.  See in particular the distance between his lower lip and the bottom of his jaw.  That area will actually contract a bit with smiling, not expand, the proportions of the area of his head above the eyes to the rest of his face, etc.  I saw a convincing analysis where the proportions are just wrong.  Even if some strange photo lens had been elongating his face in the picture on the right, the relative proportions would remain the same.  So, in the one on the right, the area beneath his lip to the bottom of his jaw takes up a little less than 30% of the entire length of his face, whereas in the one on the left it's like 20%.
