Not a perspicacious article. I didn't read it, but I am going on the title, and what I already know, and how things went under Grant.

Tough situation, but when half the country rebels and hundreds of thousands had died, and preventative measures have to be put in place as a preventative, it stands to reason there would need to be some extreme measures.
