well, the Word tells us not to be unequally yoked with unbelivers
Therefroe, Chritians should generally live (closely) with only Christians. But of course, if you take that to its logical conclusion, you may have to get out of the world altogether... which some day, Thank God, we will, as long as we keep Faith. But that is the point
it is virtually impossible to keep Faith when you are always and forever around non-Believers.. .

Would the term non-believer refer to the Jews who run that country?

in a sense Jews already believe in Jesus w/o fully realizing it
Jesus quoted the Old Testament which they adhere to
Jesus was predicted in their Old T
It can be presumed that many Jews do wonder, at least... whether Jesus is the Messiah they wait for
They have formed the only democracy in that area of the world... and they treat even their enemies in their hospitals... That is a very Christian thing, that even a lot of Christians do not do..
