he says there could be a "trigger" which means that if the economy is doing well, people would get a better tax reduction than now
and that spending will be cut if there is a problem w/ revenue reduction due to tax reduction ( something like that)

Ted is not eligible for the presidency as he was born in Canada and is not a natural born citizen. There are also issues with his parents citizenship.

Not true, his father was Cuban and there is evidence that his mother gave up her US citizenship before he was born. He had Canadian citizenship when he was born and gave it up just recently.

i'll read it later but what I read so far doesn't indicate she was ever a Canadian citizen
