Before the takeover by the Vatican II church, in the real Catholic countries, Catholicism was the legal constitutional state religion amd none others were permitted to proselytize in public or to have signs in their assembly places. That was religious freedom, tolerance for error, but it had its limits, and the limits are as I stated.
Russia is not a Catholic country and really never has been. The Jehovas Witnesses are 1) a false religion, 2) they proselytize. If Russia wanted to ban all religions except the regional traditional religions of Russian Orthodox, Catholic, Mohamedans, I have no problem with it. I doubt that Russia is any different than France, where only at max 4% of the population go to mass. Russia is as "religious" as France. Pretty much zilch.
