It was a failed attempt at a pseudo-religious prestige picture, I guess.  Really, really weird movie, if someone out there enjoys collecting creepy Americana this would be a prize for their collection.  I always say, Russian propaganda has nothing on ours.  Just imagine how ridiculous Superman will look one day.
