    10 USC 394: Authorities concerning military cyber operations
    In case you’re wondering whether the U.S. military under Trump really has the authorization to respond to acts of cyber warfare with coordinated conventional military actions, read 10 USC, Section 394. Subtitle A, Part 1, Chapter 19, which is available via uscode.house.gov: (I’m bolding the especially important sections): §394. Authorities concerning military cyber operations (a) In General.-The Secretary of Defense shall develop, prepare, and coordinate; make ready all armed forces for purposes of; and, when appropriately authorized to do so, conduct, military cyber activities or operations in cyberspace, including clandestine military activities or operations in cyberspace, to defend the United States and its allies, including in response to malicious cyber activity carried out against the United States or a United States person by a foreign power. (b) Affirmation of Authority.- Congress affirms that the activities or operations referred to in subsection (a), when appropriately authorized, include the conduct of military activities or operations in cyberspace short of hostilities (as such term is used in the War Powers Resolution (Public Law 93–148; 50 U.S.C. 1541 et seq.)) or in areas in which hostilities are not occurring, including for the purpose of preparation of the environment, information operations, force protection, and deterrence of hostilities, or counterterrorism operations involving the Armed Forces of the United States.   • Hackers Accessed Nuclear Security Admin: Energy Sec. Issues Order Concerning Electric Grids

    The hack that happened this weekend thanks to SolarWinds, is huge, and the ramifications could be worse than most people know… and especially since the MSM is determined to sweep it under the rug.

    In addition to the fact that hackers accessed the Nuclear Security Administration… which maintains the nuclear weapons stockpile, the Secretary of Energy has issued orders concerning the nation’s electrical grids.

    U.S. Department of Energy website announced:

    Today, the U.S. Secretary of Energy Dan Brouillette issued a prohibition order designed to reduce the risks that entities associated with the People’s Republic of China pose to the Nation’s bulk-power system (BPS).  The order invokes the authority delegated to the Secretary by Executive Order 13920, Securing the United States Bulk-Power System (EO 13920), and takes effect January 16, 2021.  The order prohibits utilities that supply critical defense facilities (CDF) from procuring from the People’s Republic of China, specific BPS electric equipment that poses an undue risk to the BPS, the security or resilience of critical infrastructure, the economy, national security, or safety and security of Americans.

    “The bulk-power system is the backbone of our Nation’s energy infrastructure and is fundamental to our national security, the American economy, and our way of life,” said Secretary Brouillette. “It is imperative we secure the BPS against attacks and exploitation by foreign adversaries. This order is one of several steps this Administration is taking to greatly diminish the ability of our foreign adversaries to target our critical electric infrastructure.”

    President Trump issued EO 13920 on May 1, 2020, and granted implementation authority to the Secretary of Energy. The prohibition order is exemplary of the Department’s commitment to pursuing a phased approach to the EO 13920’s implementation and provides a compliance grace period of several weeks to minimize potential procurement and supply chain disruptions.

    The “Prohibition Order Securing Critical Defense Facilities” prohibits utilities that supply CDFs at a service voltage of 69kV or above from acquiring, importing, transferring, or installing BPS electric equipment, and is specific to select equipment manufactured or supplied by persons owned by, controlled by, or subject to the jurisdiction or direction of the People’s Republic of China. The order applies from the point of electrical interconnection with the CDF up to and including the next “upstream” transmission substation. Utilities subject to this order will be notified no later than 5 days from the issuance of the order.

    The independent Sentinel reported:

    The Cybersecurity and Infrastructure Security Agency said that the hack of our federal agencies included “critical infrastructure.” It was a sophisticated attack that was hard to detect and will be difficult to undo.

    It’s an ongoing threat.

    Hackers accessed systems at the National Nuclear Security Administration, which maintains the U.S. NUCLEAR WEAPONS STOCKPILE.

    We are told foreign actors cannot hack our election systems, but they can hack our government agencies, including the one that contains nuclear weapons secrets. Is that believable?

    According to the media and other Democrats, we have the most secure voting system in the country. That’s good because nothing else is.

    The hack was discovered only a few days ago. It involved SolarWinds software. The hack has been going on since about March and not one agency knew.

    The Energy Department and National Nuclear Security Administration — which maintains the U.S. nuclear weapons stockpile — have evidence that hackers accessed their networks as part of an extensive espionage operation. The operation has affected at least half a dozen federal agencies, officials directly familiar with the matter said, Politico reports.

    They found suspicious activity in networks belonging to the Federal Energy Regulatory Commission (FERC). This included Sandia and Los Alamos national laboratories in New Mexico and Washington, the Office of Secure Transportation, and the Richland Field Office of the DOE.

    MORE DAMAGE AT FERC THAN ANYWHERE ELSE

    They reported that the hackers did more damage at FERC than the other agencies. But The FERC wouldn’t say what that damage was.

    We keep hearing it’s the Russians, and it well may be. However, the Democrat allies — Iran and China — are also dangerous cyberhackers.

    It was an ongoing breach, and they only found out about it a few days ago.

    The attack on the Federal Energy Regulatory Commission may have been an effort to disrupt the nation’s bulk electric grid.

    The Federal Regulatory Agency stores sensitive data on the grid that could be used to identify the most disruptive locations for future attacks.
