    This could be used as a sort of proof of existence / validation of ballots.

    • The watermarks could be a counter conspiracy as well.  ie. "We threw out all the  non watermarked ones and Biden still "won" "

    Each state is in charge of the details of how the votes are taken. That includes the ballots.
