FacePay, which has worried digital rights activists, could make the whole of the city especially dangerous for those who oppose the invasion of Ukraine. There is a precedent: a few months prior in February participants of mass protests in support of Russian opposition leader Alexey Navalny were being arrested in the underground and in their own homes. Authorities accessed their data through the citywide facial recognition system.

Russian government controls biometric database:

Russian authorities have assigned “state system” status to the country’s uniform biometric database (UBS). The system aims to confirm identity in online banking and primarily consisted of bank clients’ facial images and voice samples. The new status (established on December 30) might appear to be a formality — in fact, it shows that the government is seizing ever-more control over biometric data of everyone resident in Russia. This carries serious risks for their rights.
For years, the Russian government has been exploring the potential of biometrics for surveillance and monitoring. Since at least 2017, the authorities have been using cameras with facial recognition technology in public places to identify and prosecute peaceful protesters — a practice that is only increasing. And during the pandemic, facial recognition technology was used to track and fine those violating the self-isolation rules.

Like other types of investments in the stockmarket they can place "bets" on the outcome of the project and make money that way.

Public safety

Implemented eight years ago in the United Kingdom, the world’s first SIB was designed to reduce reoffending among prisoners. In addition to good education and work programmes, 2,000 offenders were provided with mental health support; while prison officers helped them to become more self-disciplined and responsible and find employment. The service provider also continued to help offenders for a period of up to 12 months after their release. An independent evaluation found that the SIB had reduced reoffending in the community by 9%.

Education

Goldman Sachs and United Way of Salt Lake carried out a study in 2010 to find that high-quality preschool education helped at-risk children to avoid future special education. The SIB project involved United Way, as the service provider for vulnerable children from low-income families; the investor providing funding of USD7mn for the programme; and the local government, as the commissioner. The social outcomes of the project were well above the target: only one of the 110 vulnerable children was assigned to publicly funded special education. The other kids continued to study under regular preschool education programmes. The positive social outcomes for the beneficiaries included higher school readiness, improved leadership abilities and better academic performance. Based on Utah’s special education add-on of USD2,607 per child per year, the government’s savings were USD281,550.

Healthcare

A pilot project was implemented in Fresno, California, to reduce asthma-related emergency department visits. The SIB covered 200 children from low-income families. The Robert Wood Johnson Foundation invested USD660,000 to launch the SIB for the government’s savings of USD5,000 per child per year under the asthma management programme.

Families of children with asthma received in-home medical and advisory support or, if necessary, monthly telephone calls and were provided with necessary medication and first-aid training. They also received high-efficiency filter vacuums, hypoallergenic pillow cases and fragrance-free cleaning supplies, which created the best possible conditions for preventing the development of asthma.
According to an evaluation of the project’s social and financial outcomes, the target was met. The SIB achieved a 30% reduction in emergency department visits and a 50% reduction in hospitalisation, with the government’s savings of USD5,000 per child per year. That is why it was decided that the SIB project should be expanded to 3,000 children with asthma.

Resolution of the Russian Government No. 1491 of 21 November 2019 on the organisation of SIB pilot testing in constituent entities of the Russian Federation in 2019–2014 (Resolution 1491) is intended to implement the Concept for Improving the Efficiency of Public Budget Expenses in 2019–2024 (Ordinance of the Russian Government No. 117-r of 31 January 2019), whereby it is necessary to promote new mechanisms for public-private partnerships in the social sphere in order to safeguard the economic interests of private partners and attract private investment in social services, provided that Russian budgetary financing is contingent on the achievement of social outcomes. The service provider, however, receives upfront financing from the investor.

Resolution 1491 contains guidelines prepared by the Ministry of Finance in cooperation with VEB.RF and recommended for use by Russian constituent entities to organise SIB pilot testing in 2019–2024. The recommended guidelines provide a regulatory framework for the regional implementation of SIBs and contain a road map for preparing and carrying out SIB projects through the use of an innovative financing mechanism. This basically changes the scheme of performing and financing social services: budgetary financing is to be replaced by pay-for-success financing. Rather than payment for the process of delivering any results, public expenditures are performance-based investments and are contingent on the achievement of specified social outcomes.
Under Resolution 1491, VEB.RF will be the project operator throughout the course of SIB pilot testing in Russia until 2024 (paragraph 4).

During the St. Petersburg International Economic Forum in June 2019, agreements were signed to launch the first pilot SIB in the Republic of Sakha (Yakutia). VEB.RF is a Russia’s national economic development institution. It is a state corporation established by Russian federal law exclusively for the public good. It is a non-commercial, non-profit organization with no shareholders. VEB.RF’s charter capital comprises funds and other property contributed by the Russian Federation; it also receives direct contributions from the Federal Budget. However, it is not a ministry or a state agency, but a special entity, tasked with facilitating a wide range of socio-economic development activities.
In partnership with commercial banks, VEB.RF provides financing for large-scale projects to develop the country’s infrastructure, industrial production and social sphere, strengthen its technological potential and improve quality of life. In mid-2018 VEB.RF was has embarked on a new business model with focus on the following areas: infrastructure, high value-added industry, urban development.
VEB.RF is also a government agent for Russia’s foreign debt, both of the Russian Government and of the former Soviet Union, and the management of certain pension funds through State Trust Management Company (“STMC”), a separate division of VEB.RF.

Russia like most countries around the world is in the transformation process to the ESG scoring system. ESG stands for Environmental, Social and Governance according to the (Lucifer Trust) UN's Sustainable Development Goals. (SDG's)

ESG is the new credit score.

Sustainable finance
Sustainable finance is one of the strategic priorities for the development of the Russian financial market. This is evidenced by the Main directions for the financial markets development by the Bank of Russia. They consolidate the vectors of development of the financial sector until 2024. To realize the potential in this direction, a comprehensive and reliable infrastructure of responsible finance is required. Such infrastructure continues to build in Russia.

On the instructions of the Ministry of Economic Development VEB.RF has developed a draft taxonomy for social projects in sustainable development. The draft regulation includes definitions of key terms, a list of target social groups, as well as 10 target areas and types of social projects. Among the target areas are healthcare, education, employment, entrepreneurship and self-employment, affordable housing, sports, culture, art and tourism, affordable basic infrastructure (urban environment, transport, digitalization), food security, food availability, etc. The approval of the taxonomy for social projects, which is planned in 2022, will increase the volume of social bonds and stimulate the implementation of socially important projects.

Corporate ESG strategies

The ESG-transformation of Russian business is at the stage of institutionalization. At the end of January 2022, the first official meeting of the founders of the National ESG Alliance was held, and the charter and the structure of its governing bodies were adopted. The main governing body of the alliance will be the Supervisory Board, which includes 28 representatives of the founding companies. Andrey Sharonov, ex-president of Skolkovo and former vice mayor of Moscow, was elected as Chairman of the Alliance.

Sustainable Finance
Against the backdrop of a turbulent geopolitical and economic environment, discussions continue on the future of the ESG agenda and responsible financing in Russia. Despite the fact that Russian regions have suspended the issuance of green bonds, the main drivers of ESG transformation remain valid and come from the state and the largest Russian banks. In particular, the Government of the Russian Federation was instructed to consider the issue of state support in ESG investment projects, and Sberbank of Russia is launching a pilot ESG scoring program.

Climate Policy and Carbon Regulation
Russia will continue to implement its climate policy despite the sanctions. This was stated by Ruslan Edelgeriev, presidential Advisor and Special Presidential Representative on Climate Issues.
The first achievements in the Russian climate agenda are quite visible. In Kaliningrad, for instance, the first measurements of greenhouse gas emission were carried out at the carbon test site. At the same time, the Russian Government’s climate plans are expanding: Victoria Abramchenko, Deputy Prime Minister, has announced the creation of a national climate risk management system, which will minimize damage to agriculture, industry and housing and communal services.

Corporate ESG Strategies
Leading experts in ESG area express the opinion that the implementation of sustainable development principles will help Russian companies to cope with the crisis. However, it is possible to note the reduction of interest to the ESG agenda on the part of Russian companies associated with the need for timely solutions to other acute challenges. Some areas for development of the largest companies (ESG leaders) remain, they are highlighted in the report «ESG: Three Letters that Change the World» published by Higher School of Economics.
At the meeting of the founders of the ESG Alliance, they discussed areas of action to stimulate systemic transformation of the ESG agenda in Russia. Here are the main priorities:

to develop further and strengthen the national ESG infrastructure related to reporting, standards, ratings and certification;
to carry out research within Russia and in the so-called «new» foreign markets;
to promote the improvement of national ESG regulation, including the climate and carbon agenda;
to establish a systematic dialogue with cross-country associations in the «new» markets, including the BRICS countries, the EAEU and in part of the Asia-Pacific region, as well as to interact with ESG expert community in these regions;
to carry out educational activities in the field of sustainable development, designed for a wide audience within the country.

Education for Sustainable Development and ESG Transformation
The Faculty of Applied Economics and Commerce of MGIMO has launched a new Master’s program named «Climate and Carbon Regulation». It is designed to fill a significant shortage of specialists in the field of carbon regulation, capable of developing and implementing climate strategies and reporting on greenhouse gas emissions.
On May 20, 2022, MGIMO Business School is launching a professional development program «Greenhouse Gas Emissions Management: from Calculation to Compensation». The aim of the program is to provide knowledge, skills and abilities necessary to account for greenhouse gas (GHG) emissions, as well as to develop decarbonization measures. The curriculum includes subjects on legislative and methodological regulations, calculations of GHG emissions in all Scopes (Scope 1, 2 and 3), development of climate strategies and implementation of compensation projects.
The course on the basics of climate policy, quantification of greenhouse gas emissions and climate-related reporting, conducted by the Center for Complex Problems of Environmental Management and the Environment, has been completed at MGIMO. The course was organized within the framework of the training program of the Center for Sustainable Development and ESG Transformation of MGIMO and lasted from January 29 to April 23. 24 students completed the course.
On April 25-29, MGIMO hosted the 8th ESG Solution Cup Case Championship. The championship has been held annually since 2014. It is organized by «MGIMO Goes Green» Environmental Club with the support of MGIMO Department of International Complex Problems of Environmental Management and Ecology and MGIMO Endowment. In 2022, participants could compete in one of six cases. 59 teams and 130 individual participants from 28 regions of Russia had registered to participate in the qualifying stage. Twenty-seven teams made it to the final. Among the partners and experts there were representatives of INK-Capital, RUSAL, Sberbank of Russia, KPMG, NLMK, AFK Sistema, Mospriroda, CarbonLab, CCI of the Russian Federation, «Nash Fond» and Baltic Nature Fund.
The winner teams were:

in the case «CBAM: consequences of the introduction of a cross-border carbon regulation mechanism» — «Zelenaya Milia» (MSU);
in the case «Sustainable schools and universities» —"Ecoscience" (MSU);
in the case «Ghost Networks» — «Poisson» (MGIMO, RANEPA);
in the case «Ecosystem services of urban reservoirs» — «UrbanUp» (Financial University, St. Petersburg State University, Moscow State Social University);
in the case «Development of ESG banking products» — «Volchitsy from Wall Street» (MGIMO) and «Green Transition Team» (Kazan Federal University);
in the case «Green» oil: the use of technologies that provide a negative carbon footprint of hydrocarbon raw materials" — «Molodye/Zelenye» (Irkutsk National Research Technical University).

Several publications on the topic of sustainable development and ESG transformation were published in spring.

«Introduction to the profession of international ecologist», edited by R.A.Aliyev, authored by R.A. Aliyev, Head of the Department of International Complex Problems of Nature Management and Ecology, A.A.Avramenko, Associate Professor of the department, and S.D. Denisova, graduate of the same department. The textbook is designed for undergraduate students studying Ecology and Environmental Management at MGIMO. It covers various aspects of environmental-oriented activities carried out by MGIMO and other Russian and foreign universities. It also contains practical tasks and cases that provide insight into the professional skills needed by the future ecologist, including information on climate change and ESG transformation.
The first volume of the series of publications «ESG transformation as a vector of sustainable development» by MGIMO ESG Resource Center «Priority 2030», under the general editorship of Prof. C.E.Tourbina and Prof. I.Y.Yurgens ( project manager). The first volume includes the book «Renewable Energy in the world Energy supply system» (V.V. Bessel, V.G. Kucherov, A.S. Lopatin, R.D. Mingaleeva); «International standards of non-financial reporting» (I.S. Barsola, E.A. Tereshchenko, S.D. Denisova, V.I. Ruzakova); «Global management of sustainable development: the main participants, institutions and processes» (A.M. Vartanyan); «Sustainable development and capital markets» (I.N. Makhalin, M.A. Kanzerova, D.O. gαyeva); «Damage caused to the environment: types and assessment» (N.A. Chernykh, Yu.I. Baeva).

In March, the expert-analytical platform «Infrastructure and Finance of Sustainable Development» (INFRAGREEN; www.infragreen.ru) published the report «ESG and Green Finance of Russia 2018-2022», which summarizes the results of the development of the ESG sector and the responsible finance market in Russia from 2018 to early 2022. The initiator and the main author of the Report is Svetlana Bik, Head of INFRAGREEN, an expert-analytical platform. S.D. Denisova, leader of the «Сareer and Сommunity» line of the Center for Sustainable Development and ESG Transformation of MGIMO, also contributed greatly to the report, editing the section devoted to ESG education.
On May 19, MGIMO will host a student conference titled «Risk Management of Sustainable Economic Development». The main goal of the conference is to attract young specialists to the study of sustainable development and climate risks.

Environmental Protection
Due to the foreign sanctions, the implementation of environmental projects may be delayed, as businesses and the state need to organize import substitution of environmental protection equipment and systems. Despite the postponement of some government programs and business reliefs in 2022, Head of the Ministry of Natural Resources says that sanctions will not affect the quality of environmental control.

Victoria Abramchenko, Deputy Prime Minister, also instructed the Russian Ecological Operator to ensure construction of municipal solid waste (MSW) processing facilities in accordance with the plan and achievement of targets, including sorting 100 percent of MSW by 2030. To achieve the goal, it is planned to subsidize the interest rate on the construction of MSW processing facilities, and to support investors in the field of waste management. According to Denis Butsaev, Head of the Russian Ecological Operator, import substitution of equipment for waste sorting plants is growing, and a full transition to domestic equipment may take about two years.

The issues of import substitution of environmental technologies and the formation of Russia’s ecological sovereignty, as well as green diplomacy to build a constructive international dialogue on climate and ecology are the topics at the XIII International Ecological Forum, which will be held in Moscow on May 23-24 at the Center for International Trade. More than 36 sections is planned, and more than a thousand participants are expected.

Vladimir Putin sent a message of greetings to participants of the gala evening marking the 75th anniversary of the UN.

I would like to extend my greetings on the occasion of this celebration to the leadership and staff of the UN bodies’ representative offices accredited in Russia, as well as to the UN Information Centre in Moscow and the UN Association of Russia.

The United Nations Organisation was established to strengthen peace and security worldwide, to facilitate a political and diplomatic settlement of crises, to ensure sustainable socioeconomic development and to protect human rights.

Russia as a co-founder of the UN has been actively supporting its activities, consistently advocating the strengthening of its central coordinating role in global affairs and the importance of strict compliance with the norms and principles of the UN Charter. We proceed from the assumption that there is no, nor had there ever been any alternative to the UN as a global platform for an equal multilateral dialogue and partner-like collaboration in dealing with a host of various problems facing humanity.

The theme of the 75th UN anniversary celebration is Shaping Our Future Together. It is indeed true that we will only be effective if we stand up together against the global challenges of the 21st century in order to ensure the peaceful and prosperous development of the humankind.
