This was done ON PURPOSE to set up the drama that will unfold.  They are not that sloppy and stupid as to exceed the registered voters by mistake.  Make no mistake, this was done on purpose.  This then will allow the SCOTUS to flip the decision and leave Democrats screaming that Trump stole the election.

Looks like they'll let Trump have Georgia and PA.  So Wisconsin WILL be the determining state.
