Evidently, the Trump administration is in the beginning stages of implementing many changes in the health care/insurance industry that ObamaCare leaves in the hands of the regulators.
After campaigning for eight years to repeal ObamaCare, the Republican Party could not muster even a simple majority vote to do what they have promised to do since ObamaCare was passed because, as a Party, they really don't want to change. John McCain would not support even modest changes because he wants to thwart anything that might be good. Rand Paul would not support anything other than a perfect bill, so he is willing to keep the status quo rather than even incrementally roll back ObamaCare which is exactly like not voting to restrict some abortions because the bill doesn't restrict all abortions.
