This wouldn't surprise me. My suspicion is that the drugs imported from Canada are manufactured elsewhere, perhaps Mexico, perhaps Central America, perhaps China. My knowledge of Canadian law is disappearingly small, especially in the area of tax shelters for protected industries. Still, it is evident that the production of prescription drugs at a level of purity that will meet the importation requirements of the USA and western European nations is an expensive proposition in terms of the requisite skill sets and the cost of maintaining hygienic conditions. If those costs aren't offset by tax breaks, the drug prices will of necessity be so high that they cease to be competitive. If on the other hand the costs are kept down by skimping on both expertise and hygiene, the payoff costs to everyone involved in the importation process will also be sky high.

Either way, a tax shelter seems essential for this racket to prosper.

Rocket fuel and crude petroleum are often used in manufacturing drugs and even cosmetics.
This is why pharmaceuticals and OTC medications have black box warnings and can cause serious side effects, including death.
