Are these head thermometers safe?

I don't know but the first time someone took my temperature with one it said I was 77 degrees.

Why would they not be? They can't injure you in any way.
Now, whether they are accurate or not, that's another story. I prefer the old-fashioned glass thermometers with mercury (or whatever it is) in them.

The use of thermometres by someone whom you have not engaged, a stranger, is an affront, an invasive abuse of your person and your privacy. I only had it done to me once, when I was taken unaware. This happened at my regular pharmacy. Fortunately, there are two pharmacies in town, so I changed my custom.
I don't know if there is any risk in using them.
Fortunately where I live there there is markedly less of the unpleasant and strange insane practices that I read about here on CathInfo, such as mask wearing. I have never seen anyone wearing a mask in my town.

Yes. I feel it is an invasion of my privacy. I didn’t like it when they did that at doctor’s office. Then they handed me a mask probably made in China. Then they drew blood and now want me to come back next week for results.
This is a world wide evil agenda.

That's not true. I forgot the staff in that pharmacy were all wearing masks. They have ceased to wear masks and to take temps so I went back to them.
