I decline Hep B. In some states I have had to sign a waiver, in some I don't, in CT my pediatrician waved the consent at me said, "You don't want this, right? " and then tore it up. No one has EVER come close to threatening to take my baby away. I have had children break bones, including in odd ways among other injuries like deep lacerations and concussions. Again no one has threatened to take my children away. My pediatrician recommends something, I decline, he may make his case again, I say"I'll think about it" and we move on. We have a healthy respect for each others expertise and get along swimmingly even if we don't see eye-eye on every little thing and even on some pretty big things (like the current CDC vaccination schedule)
There is little that should happen with a healthy baby that would cause an OB, pediatrician or nurse to get all heated about. Declining circuмcision, Hep B, Vit K, postponing eye ointment...these things are all quite common and shouldn't shock anybody let alone cause them to waste time arguing with you about.
If someone really starts harassing you ask to speak to their supervisor, be it nurse manager or chief pediatrics or what have you. Tell them that you appreciate their concern, this is your decision and you ask that their staff stop harassing you. Next step is the patient care representative. This is a person who often acts as an arbiter between discontent patients/families and staff. Like I said, if you are not endangering your baby's health which declining Hep B or not circuмcising certainly doesn't qualify, it shouldn't get this far.
