Wow, that's pretty amazing. Who wrote this paper? Does this represent the official stance of the NIH, or is this something that someone submitted for their review, which they likely don't agree with anyway?

I'm guessing the latter, that someone submitted it to the NIH, but I'm surprised that they allowed it on their website.  I could see it being "retracted".

So now they expect lots of cancer and it just so happens that Biden declared in his recent State of the Union address that DARPA will now be curing cancer.   What timing!
